(1) If at any time before the preliminary scheme is forwarded by the Land Pooling Officer to the State Government, a representation is made to the Land Pooling Officer by the appropriate authority- and a majority of the owners in the area, that the scheme should be withdrawn, the Land Pooling Officer shall, after inviting from all persons interested in the scheme objections to such representation, forward such representation together with the objections, if any, to the State Government. (2) The State Government may, after making such inquiry, as it may deem fit, if it is of opinion that it is necessary or expedient so to do, by notification, direct that the scheme shall be withdrawn and upon such withdrawal no further proceedings shall be taken in regard to such scheme.
