(1) All contracts made on behalf of the Board shall be expressed to be made in the name of the Board and all such contracts and all assurances of property shall be executed on behalf of the Board by the Chainnan or by such officer or officers of the Board or by such committee appointed by it as has bee directed or authorised by the Board to make contract on its behalf under section 23. (2) A contract not expressed or executed in the manner provided in this section shall not be binding on the parties making the contract.
