The Court of Wards with the previous approval of the Government may make rules consistent with this act,- (a) regulating the management of estates under the superintendence of the Court of Wards; (b) regulating the audit of accounts of estates under the superintendence of the Court of Wards and the charges to be paid for such audit; and (c) generally for the guidance of all persons in all proceedings under this Act and for carrying out the provisions of this Act.
