In this Act unless there is anything repugnant in the subject or context- (a) Authority means the Meghalaya Forest Authority constituted under section 3; (b) District Council means an Autonomous District Council constituted under the provisions of the Sixth Scheduled to the Constitution of India; and (c) Forest means all classes of forests but excludes reserved forests, Government or Government protected forests and any area recorded as forests in Government records.
