(1) When any meetings of the Board is held, the Commissioner, Poona Division, and in his absence, the Chairman of the Board, and in the absence of both, a member who is a Government officer and is elected by the members present at the meeting shall preside. (2) The quorum necessary for the transaction of business at a meeting of the Board shall be seven.
