(1) The Government may, by notification in the Official Gazette, appoint any officer not below the rank of the District Social Welfare Officer to be the Competent Authority for such area as may be specified in such notification for the purposes of carrying out the provisions of this Act and the rules made thereunder. (2) The Competent Authority shall exercise such powers and perform such functions, as may be prescribed.
