(1) It shall be the duty of the Chairperson of the State Council and each of Regional Council to ensure that the provisions of this Act and the regulations and bye-laws made thereunder are faithfully observed, and he shall have all powers necessary for this purpose. (2) It shall be the duty of the Chairperson of the Council to preside over the meetings of the Council and its Statutory Committees (excluding the Examinations Committee). (3) In an emergency which, in the opinion of the Chairperson of the State Council or a Regional Council, requires that immediate action should be taken, the Chairperson shall take such action as deem necessary and shall thereafter report this action taken to the Council at its next meeting. (4) Each Chairperson shall exercise such other powers and perform such other duties, as may be prescribed.
