(1) The Board shall meet at least twice in every month. (2) The Chairman of the Board may at any time if the exigencies so demand, upon a written request made by not less than one-third of the total number of members of the Board, call a special meeting of the Board on a date not later than twenty-one days after receipt of such request by the Chairman.
