(1) If any difficulty arises in giving effect to the provisions of this Act, the State Government may, by order published in the Official Gazette, give such directions, not inconsistent with the provisions of this Act, as appear to it to be necessary or expedient for the purposes of removing the difficulty. (2) No order under sub-section (1) shall be made after the expiry of two years from the date on which this Act comes into force.
