(1) If the Charity Commissioner decides 1[that any person connected with the trust] is liable to pay to the public trust any amount for the loss caused to the trust, the Charity Commissioner may direct that the amount shall be surcharged on the person. (2) 2[The order] of the Charity Commissioner under sub-section (1) shall be final and conclusive.
