(1) The Council may appoint from time to time, and for such period, a committee or committees consisting of such number of its members as it may think fit and may refer to such committee or committees for enquiry and report or for opinion, any matter for the purposes of this Act. (2) Every committee appointed under sub-section (1) shall, at its first meeting, select one of its members to be its President. (3) The mode of appointment of such committee, the summoning and holding of meetings and conduct of business of such committee shall be such as may be determined by regulations. (4) The President of such committee, if deemed appropriate or necessary, may invite any person having special knowledge or experience in the subject with the committee, to any of its meetings, and in that case the provision of section 17 shall apply.
