No Magistrate shall take cognizance of any offence punishable under this Act,- (a) except on the complaint or report of the 1[Commissioner] or a Collector or any other officer duly empowered under section 12 or a Police Officer, or (b) except upon his own knowledge or suspicion.
<span style="margin-left:15px;"></span>No Magistrate shall take cognizance of any offence punishable under this Act,-<br> <span style="margin-left:15px;"></span><span style="margin-left:15px;"></span>(<i>a</i>) except on the complaint or report of the <sup>1</sup>[Commissioner] or a Collector or any other officer duly empowered under section 12 or a Police Officer, or<br> <span style="margin-left:15px;"></span><span style="margin-left:15px;"></span><i>(b)</i> except upon his own knowledge or suspicion. <br>
