Where an appointment is to be made on a temporary vacancy of teacher of the university because of resignation, leave or any reason, whatsoever, the appointment shall be made, if the vacancy is for a period of more than one year, on the recommendation of the Selection and Appointment Committee in accordance with the provisions of section 65. The quorum for the selection committee shall be seven.
