Subject to all the reservation policies of the State Government for the admission in educational institutions, the admissions to all the courses in the university schools, departments, centres, sub-centres or regional centres shall be made by the university, on the basis of competitive merit, in accordance with the notifications, orders or rules made or issued by the State Government, from time to time, and the same shall be published by the university before the commencement of the academic session: Provided that, having regard to the maintenance of discipline, the authority concerned shall have the power to refuse admission to a student, except at the entry point of any academic program.
