Notwithstanding anything contained in any Act, in same or similar issues of complaint against any person,- (a) where sanctioning authority has either accorded sanction for prosecution or refused such sanction under any Act then, the Lokayukta under this Act shall be barred from taking a decision in this regard; or (b) where the competent authority or the Lokayukta has either accorded sanction for prosecution or refused such sanction under this Act then, any other authority under any Act shall be barred from taking a decision in this regard.
