Every licence for the keeping of a bull shall be granted by a live-stock officer authorised by 1[the 2[State] Government] by general or special order in this behalf in such form, for such period, and subject to such terms, conditions and restrictions as may be prescribed : Provided that no fee shall be charged for the grant of a licence.
