(1) The provisions of this Act and the rules shall have effect notwithstanding anything inconsistent therewith contained in any other law for the time being in force or in any contract (whether express or implied), custom or usage. (2) Subject to the provisions of sub-section (1), the provisions of this Act shall be in addition to, and not in derogation of, the provisions of any law relating to municipal corporation, municipal council or other local authority of the urban area or part thereof in which this Act has come into force.
