The owner or occupier of any premises shall be entitled to empty sewage of the premises into a sewer of 1[the Authority], provided that, before doing so, he,- (a) obtains written permission of 2[the Authority] and pays connection fee and other charges in accordance with the bye-laws; and (b) complies such other conditions as may be provided by the bye-laws.
