(1) No prosecution for an offence under this Act shall be instituted except by or with the consent of the District Authority, by general or special order. (2) No court inferior to that of a Metropolitan Magistrate or a Judicial Magistrate of the First Class shall try any offence under this Act. (3) Notwithstanding anything contained in the Code of Criminal Procedure, 1973 (2 of 1974), offences punishable under this Act and rules made thereunder shall be cognizable.
