(1) No Court inferior to that of a Magistrate of the Second Class, shall try any offence under this Act. (2) No Court shall take cognizance of any offence under this Act, except on a report in writing of the facts constituting offence made by a Fishery Officer, or a Police Officer not below the rank of SubInspector, or any other person or class of persons authorised by the State Government in this behalf.
