The State Government may, after consultation with the Controller and by publication of notification in the Official Gazette,- (i) for the purpose of carrying out analysis of cotton seed, establish one or more State Seed Testing Laboratories or declare any seed testing laboratory in the Government or non-Government sector as a State Seed Testing Laboratory ; (ii) for the purpose of referral analysis, may recognize one or more seed testing laboratories as Referral Seed Testing Laboratories.
