1[There may be appointed to any Civil Court under this Act] a clerk of the Court, who, in addition to such duties as may from time be prescribed by the High Court, may receive and register plaints, and shall refer such as he may consider should be refused for the orders of the Judge of the Court, and may sign all processes, an authenticate copies of papers.
