Subject to the reservation policy of the State Government for the Scheduled Castes, Scheduled Tribes and Other Backward Classes, admissions to all courses in the university departments and affiliated colleges shall be made on the basis of competitive merit in accordance with the rules, if any, made by the State Government and published in the Official Gazette, or by the university and published in the university gazette by the university: Provided that, where model rules have been framed by the State Government in the interest of students throughout the State, the university shall adopt the same and such rules shall be published in the university Gazette or the Official Gazette as the case may be at least six months before the start of any academic session which shall begin not later than first of August every year: Provided further that, having regard to the maintenance of discipline, the authority concerned shall have the power to refuse admission to a student.
