(1) Every trader and every owner shall on or before 15th September each year submit to the Director, through such officer as the 1[State] Government may by notification in the Official Gazette from time to time specify, a return in the prescribed from of the quantity of cotton in his possession on the last day of the previous year : Provided that the 2[State] Government may, in any year by notification in the Official Gazette, fix any later date for the submission of returns. (2) Every return submitted under sub-section (1) shall be signed by the person submitting it.
