All powers not inconsistent with the provisions of this Act which up to
the passing of this Act belonged by law to the existing police authorities shall be vested in the Police
authorities appointed under this Act:
Provided that always that no police functionary so appointed shall
possess or exercise any judicial or revenue authority.
