The Commissioner may by notice require
any owner or manager of a market, cart stand, cattle shed, theatre, railway station and other place of
public resort within such time as may be specified in such notice to provide and maintain for the separate
use of persons of each sex, latrines of such description and number and in such position as may be
specified and to keep the same in clean and proper order.
