Whenever any sum is

[clause (c), (e) or (f)] of the proviso to section 102 the Commissioner, 2
[shall forthwith
communicate the circumstances to the Standing Committee] 3
*** which may take, or recommend to the
Corporation to take, such action under the provisions of this Act as shall, in the circumstances appear
possible and expedient for covering the amount of the additional expenditure.
