22Meetings of Commission.

¹[22. Meetings of Commission.--(1) The Commission shall meet at such times and such places, and shall observe such rules of procedure in regard to the transaction of business at its meetings as may be provided by regulations.
(2) The Chairperson, if for any reason, is unable to attend a meeting of the Commission, the seniormost Member present at the meeting, shall preside at the meeting.
(3) All questions which come up before any meeting of the Commission shall be decided by a majority of the Members present and voting, ²***:
Provided that the quorum for such meeting shall be three Members.]
