deemed to take away or abridge any power or authority conferred by an Act passed by the LieutenantGovernor of Bengal in Council, entitled “\"An Act to ascertain, regulate and record certain tenures in Chutia Nagpur," on any person appointed to be a Special Commissioner thereunder, or on the Commissioner of
