An appeal shall lie from every order passed under this Act, whether original or on
appeal,--
(a) if the order is that of a Commissioner, to the Local Government;
(b) if the order is that of a Deputy Commissioner, to the Commissioner;
(c) in all other cases, to the Deputy Commissioner:
Provided that in no case shall a third appeal lie.
