The Ancient Monuments Preservation Act
15Right of access to certain protected monuments
(1) Subject to such rules as may after previous publication be made by 2[the Central Government], the public shall have a nut right of access to any monument maintained by 2[the Central Government] under this Act.
(2) In making any rule under sub-section (1) 1[the Central Government] may provide that a breach of it shall be punishable with fine which may extend to twenty rupees.
